埃塞俄比亚商会和行业协会联合会(ECCSA)简介


埃塞俄比亚商会和行业协会联合会(ECCSA)的历史可以追溯到1947年。当年,依据第90/1947号政府公告,埃塞俄比亚第一家商会正式成立,实行自愿会员制。此后数十年间,ECCSA随着国家经济政策的调整而不断演进。

 

政权更迭后,ECCSA根据第148/1974号公告进行重组,会员制由自愿改为强制,以适应当时中央计划经济体制的需要。2003年,第341/2003号公告重新确立了商会体系,以适应埃塞俄比亚自由市场经济的转型,ECCSA由此形成了现在的组织架构。

 

ECCSA是一家拥有80年历史的老牌商会,是埃塞俄比亚全国私营部门的代表机构。它在企业和政府之间发挥着桥梁纽带作用,致力于推动政策改革、促进贸易往来、支持经济发展。ECCSA为会员提供交流对接、能力建设、市场拓展和争议解决等服务,努力营造充满活力、开放包容的商业生态,推动构建有利的营商环境,提升私营部门发展能力,使其通过基于事实的对话与合作,在经济中发挥引领作用。

 

政策倡导是ECCSA的核心工作之一。无论是在与政府磋商、就法规问题提出建议,还是推动公平竞争和发展机会方面,ECCSA始终积极作为。商会致力于发现并推动解决影响全国商业环境的各种问题,认为这对促进本国贸易和投资至关重要。通过持续的政策倡导,ECCSA已经成为埃塞俄比亚私营部门的统一发声平台,与政府建立了健康、建设性的合作关系,并有效凝聚了商界力量。ECCSA高度关注立法、法规及政策走向,积极应对可能对商界产生影响的各类事项。商界可随时向ECCSA秘书处反映问题,秘书处将提交至相关部门进行沟通协调。

 

在全球范围内,建立可靠、可信的商业网络并非易事。正是为了弥补这一空白,商会通过搭建交流平台,帮助商界对接潜在合作伙伴,实现互利共赢、共同发展。许多商界人士通过商会组织的国际贸易展会,不仅拓展了商业网络,也收获了实实在在的合作机会。面对日新月异的商业环境,相互交流和思想碰撞不可或缺。要保持与时代同步,最有效的途径就是充分利用商会为会员搭建的各种交流平台。ECCSA通过组织贸易展会、代表团互访、企业间对接等多种形式,持续构建和完善会员交流网络。

 

ECCSA下设的商业领导力学院(BLA)成立于2014年3月,专门为私营部门提供定制化培训。该学院已为埃塞俄比亚全国数十万家企业成功开展了培训,并建成了在线学习平台,方便商界人士根据自身时间灵活安排学习。学院还开设了独具特色的商业领导力课程,涵盖女性领导力、科技领导力和协会领导力等专题项目。

 

ECCSA的愿景:建设一个充满活力、响应及时、推动私营部门可持续发展的现代商会体系。

 

Ethiopian Chamber of Commerce and Sectoral Associations (ECCSA) traces its roots back to 1947, when Ethiopia’s first chamber of commerce was established under General Notice No. 90/1947, operating on a voluntary membership basis. Over the decades, ECCSA has evolved in response to changing economic policies.

Following the regime change ECCSA restructured under Proclamation No. 148/1974, making membership mandatory in line with the government’s centrally planned economy and Proclamation No. 341/2003 re-established the chamber system to align with Ethiopia’s free-market economy, leading to the creation of ECCSA in its current form.

The 80-years-old Chamber, the Ethiopian Chambers of Commerce and Sectoral Associations (ECCSA) is an institution representing the private sector nationwide. It serves as a bridge between businesses and the government, advocating for policy reforms, promoting trade, and supporting economic development. ECCSA provides services like networking, capacity building, market linkages, and dispute resolution, fostering a vibrant and inclusive business ecosystem to head the creation of enabling business environment and capacity in which the business community plays a leading role in the economy through evidence based dialogue and partnership.

Advocacy is a top priority for the ECCSA, whether in consulting with the government, commenting on regulatory issues or working with the government to bring about equality, opportunity and change. Accordingly, ECCSA identifies issues affecting the business environment in the country as a whole, and advocate for a resolution of such issues. ECCSA believes that it’s imperative for trade and investment promotion in the country and hence ECCSA represents a unified voice of the Ethiopian private sector through its advocacy efforts. ECCSA has succeeded in establishing and maintaining a healthy and constructive relationship with the government, and in organizing the business community. ECCSA addresses legislation, regulations and policy issues that can positively or negatively impact businesses community. Business communities are free to bring issues of concern to the ECCSA Secretariat so that they would be tabled for discussion with the concerned government offices.

In every part of the world building reliable and credible business networks is not an easy task. This is why the Chamber steps in to fill such gaps for the business communities so as to help them grow by creating business links with potential partners to bolster mutual benefits. Business communities can testify to a variety of opportunities that have come their way through international trade fairs organized by the chamber while networking at such events. Interaction and exchange of ideas is an essential ingredient to keeping up with the dynamic and ever changing face of the business scene and if one is to keep on track the most appropriate mode would be to take advantage of the networking platforms that the chamber offers to its members. The network is being created by organizing and participating in trade fair, exchange of delegation, B2B, among others.

ECCSA, via its Business Leadership Academy (BLA) founded on March 2014, has delivered demand-driven training program to the private sector. The academy has successfully carried out training to more than hundreds of thousands of businesses across Ethiopia. The Academy has established e-learning platform which enables the business community to take training at their convenient time. It has also established one of a kind business leadership program, which includes women leadership program, technology based leadership program and association leadership program.

ECCSA’s Vision is to see a dynamic Chamber system proactively responsive towards sustainable private sector growth.
